海峽兩岸教育產業合作前景展望 The Prospects of Education Cooperation across the Taiwan Straits

壹、關於教育的產業化發展 從春秋中葉的孔子有教無類教育思想,和古代私人興學的精神來來追溯中華民族的教育歷程,中國社會發展到今天,教育作為現代經濟社會中不可或缺的組成部分,其產業特性已十分顯著。儘管學術界曾有人反對教育產業化的提法,認為教育產業化“就是把上學讀書當作商品,明碼實價,或者不明碼實價地銷售”,認為“實行市場化運作,就是主張學校賣資產,賣學生”。還有人把“產業化”和“企業化”混為一談。 我們認為,教育產業化與“公平的社會分發制度”以及教育的公益性、公平性沒有直接關係。無論學術界如何反對,教育自身還是具備了物質屬性的所有客觀特徵,其基本要素包括市場需求、產業資本、產業產品、產品性量、成本核算、社會經濟效益、價值規律等等。教育的這些自然屬性是人類在長期社會實踐活動中逐漸造就而成的,因此必將受市場經濟規律支配。 既然無法否認教育的產業屬性,我們就必須正視和順應客觀規律,從產業高度去探索教育的未來發展,從根本上將教育產業的社會效益和經濟效益發揮到最大。我想這應該是每一位教育工作者所不斷追求的目標,也是我今天帶給學術界、教育界同仁以及各界嘉賓的主要觀點,希望拋磚引玉,並得到各位專家、學者的指教。接下來,我將從需求、供給、質量等幾個方面探索現今社會條件下的教育產業發展方向,並在此基礎上對海峽兩岸教育產業發展前景提出展望。

從歷史九個經濟大國崛起歷程 探討台灣的國際競爭力 Research on International Competitiveness of Taiwan and Economic Cooperation Framework Agreement

摘要 近十年來中國大陸展現驚人的經濟成長、加上亞洲舉足輕重的地位、十四億人口的消費力,儼然是另一個大國在崛起。本文希望以歷史九國崛起的借鏡,鑑往知來,找出台灣在兩岸分工競合的機會與優勢,探討台灣國際競爭力的提升方法,亦即以歷史上九個經濟大國崛起的經驗歷程,對增進台灣的經貿實力提出討論,並藉以分析台灣與大陸簽署ECFA (Economic Cooperation Framework Agreement)改變台灣未來經濟發展模式的可能性,以期再次崛起成為第二次「台灣經濟奇蹟」。 關鍵字:投資大陸、兩岸經貿、國際競爭力

INTRODUCTROY FEASIBILITY OF ADOPTING CLOUD COMPUTING IN EDUCATION ---THE APPLICATION OF INTEGRATED TECHNOLOGY ACCEPTANCE MODEL

Abstract We study Cloud Computing in ICT (Information and Computing Technology), and checks feasibility of adopting it in Education Industry. Typically, we will use the current situation in Technical Education system in Taiwan as an example and analyze how education administrators consider applying this new technology in their universities. As Cloud Computing is just being introduced here, local ICT service providers are yet still finding appropriate business opportunity related with it, it is thus a rather novel application to people here. But its often-cited merits, such as agility, scalability, cost-efficiency, and easiness of maintenance are all important characteristics requisite in service of technical education system here in Taiwan. We use a case study to demonstrate the importance of finding a cost-effective ICT yet with high quality of service for Education Industry in Taiwan and WE also analyze its acceptance through the Technology Acceptance Model (TAM).

Abstract Cloud services can be viewed as service solutions based on the cloud computing. The adoption of cloud services has become a topic of tremendous interest because organizations struggle to improve their Information technology performance. Utilizing cloud services may advance an organization’s competitiveness. However, many organizations are worrying about issues of security and reliability. This leads to the result that a number of organizations intend to introduce the internal cloud solution. Here arises an imperative issue of how to identify significant factors affecting the adoption strategies of cloud services. Hence, this paper develops a research framework based on Technology Acceptance Model related theories with additional imperative constructs such as security and trust, together with employing rough set theory for data analysis. According to the findings of this study, management implications and conclusions are discussed.

Structuring an improvement-activities methodology and its application: based on QC-Story and the Lean Six Sigma

Abstract W. Edwards Deming proposed famous PDCA Cycle in 1950; it has been provided a general model for several popular improvement activities: for instance, QC-Story and Lean Six Sigma were members of them. Although each methodology has its strengths, there is no denying that some weakness is attached as well. We would like to propose a new improvement activities methodology, based on the strength and tools of QC-Story and Lean Six Sigma, and tacked on some innovative elements to it for adapting every kinds of improvement activity. The methodology is named OPTIMAL methodology, it is composed by seven phases: Open, Plan, Test, Improve, Monitor and control, Act and Last & Close. The methodology is designed to supply faster, cheaper and better platform for improvement activity. It’s useful to avoid the wastes of mistake, rework, time etc.

Analysis of the Effects of Economic Policy in Taiwan: An Application of Input-Output Model

Abstract Recently, due to a succession of financial tsunami (Financial T'Zunami), the economy is on the downside all over the world. Under the globalization, Taiwan fails to avoid the economic shock. In the 4th quarter 2008 the economic growth rate -8.36%. This present study investigates the impact of the financial crisis on the Taiwan industry. We, moreover, evaluate the effect of governmental policy by employing the input-output analysis. The empirical findings are as follows: (1) We find the GDP would go down by 289.1 billion, 584.2 billion and 827.6 billion respectively as the economic growth rate drops by 2.97%, 6%, and 8.5%, respectively. In terms of the employment, the service industry would be hit most seriously. (2) As to the issues of the consumer vouchers, the GDP will increase NT$ 82.7 billion and the multiplier is approximately 0.97. The economic growth rate has a 0.64% increase. It would create 3.5 thousand jobs which is approximately 75% out of increase in total employment for the service industry. (3) As to “the rare or endangered species expand the public works capital spending plan”, the economic total effect is NT$971.5 billion. The direct effect will reach a 150 thousand people hired. The first stage employment creation serves the correlation industry to increase many.

Working Capital Management Policy on Performance-The case of Top5 of Electronic Industry in Taiwan

Abstract Facing with buyer’s market and outside competition, under no further change status, Taiwan’s Big Five can improve performance by inner operation management. That is, working capital management maybe helpful to raise performance. In views of the working capital management involve account receivable policy, inventory policy, loan policy, account payable policy and cash management policy. It’s a Multi-Criteria Decision Making problem. In this paper, we present a partial least squares (PLS) path model developed to investigate the relationship between working capital policy and performance by Taiwan’s Top-Five of Electronic Industry. The main purpose of the study is to answer the question, “Does the working capital policy matter?” Using data on Taiwanese system manufacturing firms for the years 1998/03 to 2009/03, we found significant evidence supporting the hypothesis. Our study result provides another viewpoint for the firm manager to raise their performance.

Abstract The conflict between Xing and Zheng dynasty construct the history of Taiwan since 1646. In that times, the player of international politics are Portuguese, Spain, Dutch and the Kingdom of British from Europe, addition to the Japan and Xing Empire. The Geopolitical Code of Zheng dynasty influences its strategy to “anti Xing and restore Min”. The code have two levels, fight with Xing Dynesty in local, cooperate with Japan, control Manila and compete with Netherland in region. The location of Taiwan in East-Asia Sea defines the Zheng dynasty rule and national strategy. War and peace negotiation between Xing and Zheng dynasty is a coordinated relation interaction. The “hair cut” issue was the Major argument and made two country got no acknowledgement. This is the key point to understand Koxinga and his sons’ strategies to against Xing.
