Challenges and Opportunities: New Agenda for Business Education in Taiwan

Abstract This paper reviews current problem related with our business education, especially graduate level. After analyzing the challenges and opportunities facing business education here in Taiwan, the author proposes that the present education philosophy and teaching methods which are so much praised in the prestigious American or European business schools, may be no longer suitable now. AHP Study on the Determinants of Chinese Students Studying in Taiwan

Abstract Since Taiwan entered into WTO, The globalization trend has become the primary development goal. The international interaction trend leads most countries to pay much attention and take part in the education and training of human resource, especially in the college/ university education. Whether owing to the inner problem or outer open market, Taiwan’s internationalization and globalization of the college/ university is under way. At the same time, for China’s students, the close of location, the similar of language and culture, to study in Taiwan is the hot issue for industrial, governmental and academic field. In views that Taiwan’s government does not release the control on China’s students to study in Taiwan, the purpose of the paper is to analyze the determinants of temporary study made by China’s students. What is the student’s viewpoint about studying in Taiwan? The main purpose of this paper is to apply Analytic Hierarchy Process (AHP) to establish an evaluation model to analysis the determinants of China’s students to study in Taiwan, and the weight and priority among these determinants. The Promotion of Local Finance Reforms in Modern Japan

Abstract This paper studies fiscal decentralization and the trinity reform package, which are both important finance reforms in modern Japan. Firstly, it introduces the financial relations between the central and local governments. Secondly, it analyzes the process of fiscal decentralization since the 1990s. Thirdly, it examines the effects and defects of the “trinity reform package.” Finally, it describes the financial conditions in current Japan. Study of the Impacts of Hot money on China Financial Market

Dep. of Finance , Yu Da University Abstract: Since 2003, accompanied by the end of the Asian financial crisis and the rapid development of China economy, the RMB appreciation is highly expected. The reason why the international hot money flows into China is mainly due to expectations of RMB appreciation and depreciation of the US dollar. Since 2003, the average annual increase of China's foreign exchange reserves over 280 billion U.S. dollars. In extreme conditions, large-scale withdrawal of hot money may lead to financial crisis, from the excess liquidity in the short time into a liquidity shortage. China government should be on high alert in risk management to prevent too much hot money came into and resulted in asset bubble caused by continuous hot money generated. In this research, the author will analyze the impacts of hot money on overall financial market development and future trends that may affect in China. A Study for TypeⅢ of TALB Problem with Synchronous Consideration

Abstract Assembly lines balancing can be categorized into one-sided assembly lines balancing (ALB) and two-sided assembly lines balancing (TALB). Most researches focusing on ALB problems has been well investigated and discussed, however, the researches focusing on the balance of two-sided assembly line are less. TALB can provide the following advantages over one-sided assembly lines: shorter line length, reduced throughput time, lower cost of tools and fixtures, and less material handling. Therefore, this study will construct an Integer Nonlinear Programming (INLP) mathematical model to handle Type Ⅲ of TALB problem with considering of the synchronous. In addition, the proposed mathematical model is constructed by the syntax of the extended inversions of the software package Lingo 9.0, selecting a built-in Global Solver as its solution method, followed by a numerical example. And this study tries to consider the synchronous of the production elements in the same workstation to avoid the underestimation of production rate and the overestimation of occupied rate of space. This study creates a highly repeated characteristic because of the application of packaged software. Based on the above-mentioned reason, this study can be considered as a valuable decision tool for a production planner with profound insights. Keywords: TALB, synchronous, LINGO, Type III
Constructing a Competency Model for GPS Mapping Software Engineers

Abstract Because the commercialization and promotion of Global Positioning System (GPS) related products, no matter the business trading or personal recreation activity has created the huge need of GPS relevant apparatus or devices together with application software and information service. In highly competitive GPS industry, GPS map software producers are especially dependent on high-quality software engineers as the resource of competitiveness. Hence, how to effectively screen and cultivate software engineers’ competencies is the imperative issue of GPS map software producers. To solve such an issue, it is favorable to develop and utilize the competency model. For this research project of scientific and educational cooperation, the cooperative company has the need of developing the competency model for GPS mapping software engineers in order to maintain sufficient and excellent manpower. This research project has successfully developed the competency model and weighting system for GPS mapping software engineers. Keywords: GPS map, software engineer, competency model
The Analysis of Taiwan’s Geo-political Code

Abstract Each state has their foreign policy and strategic supposition, and this strategic supposition constitution geopolitical code, Taiwan has no exception. There are 3 levels to be analyzed on the geopolitical code of Taiwan.
