WTO V.S. ECFA: Duality and Dilemma in Global Trade Mechanism

Abstract
After 10 years in WTO (World Trade Organization), why do we still need ECFA (Economic Cooperation Framework Agreement) so urgently and signed the latter with China in 2010? This short article reviews what happened during the 10-years period after Taiwan joined WTO in Jan. 2002. Economic Indicators as well as social impact will be brought forward for discussion. It is our initial conclusion that joining WTO, which was so highly cherished 10 years ago, did not solve all problems. We still need to open many other windows of opportunity, for example ECFA. This review reminds us of both duality and dilemma, which might be built in our Global Trade Mechanism.

摘要
本文以2010年與兩岸簽署ECFA對台灣未來經濟與政治影響為討論範圍,先對於東亞區域經濟整合對台灣影響,以及簽署ECFA對台灣經濟與政治的影響加以分析,進一步提出對弱勢產業的輔助措施,再了解ECFA對兩岸投資的效果,最後則對台灣未來的經貿發展提出幾項策略,說明推動ECFA的急迫性、必要性以及可能的效益,期望能為台灣帶來實質效益。

ABSTRACT
China’s policy process is not known for surprises; rather, reflecting the heritage of a command economy and the engineering background of many senior leaders, the Chinese policy establishment prefers a predictable and steady regulatory environment conducive to meeting its long-term development goals. China’s Five-Year Plan for National Economic and Social Development is a critically important tool used by the government to achieve its development objectives by mapping out in five-year cycles the country’s future progress via guidelines, policy frameworks, and targets for policy-makers at all levels of government. China’s FYPs are blueprints: they provide overall objectives and goals related to social and economic growth and industrial planning in key sectors and regions. Although most consider the FYP to be a single document, the FYP represents a complex web of Chinese policy-making, containing previously-implemented regional and long-term development plans and hundreds of targeted policy initiatives, all of which undergo constant review and revision over the course of the five-year cycle. The development of the 12th FYP, however, is taking place in a markedly different internal and external environment: the global financial crisis, rising property prices and increased risk of social instability are all salient issues in China that will be prominently addressed by this plan. This study is mainly focused on the cross-strait economic and trade development situation from China twelve five-year plan and ECFA signed, simultaneously, we try to analyze to explore the possible developmental trend in economics and trade.

摘要
隨著時代的演進,以往各國在國際上的紛爭相抗已不復見,取而代之的是自由貿易協定簽訂後的密切合作,當中唯歐洲聯盟(European Union, EU)和北美自由貿易區(North American Free Trade Area, NAFTA)為規模較大和成功的實例,而在東亞經濟整合則是由東南亞國家所成立的東協首開先例,往後在中國的經濟崛起下,不斷對週邊國家示好,洽簽自由貿易協定,最備受全球關注的即中國與東協FTA,單就從協議字面上來看似乎是單純的經濟合作,然而在中國處心積慮下,政治動機才是令人畏懼的。了解中國與東協FTA及兩岸ECFA,在政經立場上之相比較為本次研究的目的。

 The Assessment of New Employees’ Communication Apprehension Using DEMATEL method

Abstract
Employers deem oral reports in public as an important tool in business settings and yet they are dissatisfied with the inadequacy of oral communication competency and oral skills in new employees. Many scholars have found that a successful task performance of an oral report is confounded by speakers’ different forms of communication apprehension (CA). However, it is difficult to master the control of different forms of CA at the same time. To solve this issue, an effective method, Decision Making Trial and Evaluation Laboratory (DEMATEL) is employed to identify the most influential form of CA in order to facilitate the development of communication competency with a stepwise manner in a Taiwan company’s new employees. The research concludes that the generalized-context CA, one form of CA, has the highest intensity.

 Assembly Line Balancing Problem for typeand type with Constrained Workstations

Abstract
This study mainly investigates the efficiency of assembly line balancing (ALB) with the consideration of the minimization of cycle time (type II) and workload smoothing (type III). General researchers considered that the more workload smoothing makes the more ALB efficiency. Through the simulation of variable number of workstations, the ALB efficiency of type II is often tie or ahead than type III. The major finding of this work shows that the ALB solution of type II is better than type III under a given number of workstations. When the number of workstations is satisfied enough, the research suggested solution is going to type III because type III not only owns ALB efficiency and cycle time have insignificant difference than type II, but creates the better workload smoothing. Therefore, the major finding of this work shows that the ALB solution of type II is better than type III under a given number of workstations.

Abstract
There are over 97.91% small and medium-sized enterprises in Taiwan which have important contribution to national economic growth and job creation. Because of Taiwan industry environmental changed on offshore migration of industry activities, economic growth slowly, unemployment rate raised and Taiwan industry structures adjusted in recent years the new business group was born. In this research on female entrepreneur combines herself skill with environmental change to find a niche market and, get the suitable resources to create a new value and, understand what key success factor of entrepreneurial process.
