Abstract

Almost every observer agrees to the fact that numerous Chinese county and township governments are short of fiscal resources, overgrown with officials and employees, and administratively inefficient. This paper utilizes data on Anhui province to demonstrate the existence of the economy of scale in the province: the larger the population a county has, the smaller the fiscal expenditure per capita and the ratio of people supported by public finance to the total population of the county. Therefore, a good approach to enhancing administrative efficiency at the county level in China is to expand the population size of counties.

The Development of Innovation Strategy in Japanese Enterprises

Wei-Wen Wu

Associate Professor, Department of International Trade, Ta-Hwa Institute of Technology

Abstract:

Toyota-style management is the outstanding paragon of Japanese enterprises. However, if we only focus on Toyota-style management when discussing innovation strategies of Japanese enterprises, then we are apt to neglect the most recent innovation tendencies of Japanese enterprises. Thus, this paper will not particularly deal with issues of Toyota-style management, but will make an effort to review relevant documents after 2003 in order to grasp and understand the development of innovation strategies of Japanese enterprises. The study result shows that the “Humanism” type is more easily to understand, while the “Product Architecture” type is better able to sketch the contours of the characteristics of typical Japanese enterprises, although it is more abstract and hard to understand. Therefore, along with Toyota-style management, “Architectural Innovation” theory contributes to our understanding of the overall development tendency of Innovation strategy in Japanese enterprises.

The Impact of Hu Jintao’s United Front Work on the Attitude Taiwan People Hold toward Unification or Independence

Chi-Sheng Pan

Lecturer, General Education Center, Ta Hwa Institute of Technology

Abstract

Ever since Hu Jintao was in power, China has accelerated the cross-strait economic and social exchanges as a way to win over Taiwan people and suppress the independence movement in Taiwan.  Besides, after the consecutive visits by Lien Chan and James Soong to China, the Beijing government has taken even more aggressive measures to reinforce such intent.  As a result of a series of these intended actions, the sense of hostility originally held by Taiwan people toward China has been obviously reduced.  Should this phenomenon continue, after some while, it will create some similar pro-China sentiments in Taiwan people that “China is not a hostile country” and, even more, “China is a favor-giving motherland.”  In the future, if Taiwan is getting more reliant on China politically and economically, Taiwan’s sovereignty will be seriously jeopardized.

The Debates Concerning the Empress: A Study of the Emperor System in Japan

Chun-Pin, Su

Assistant Professor, the Department of Public Affairs Management and the Department Applied Japanese, Hsing-Kuo University

Abstract

This paper intends to study the emperor system and explain why females can not succeed to the throne in Japan.According to the Imperial House Law, only males in the royal family can succeed to the throne in Japan. However, because of the birth of Princess Aiko, the only daughter of the Crown Prince, many Japanese want her to be the empress in the future. A government-appointed advisory council submitted its final recommendations to Prime Minister Koizumi in 2005. It suggested females should inherit the throne by amending the Imperial House Law. Which caused fierce opposition. Although there have been eight female emperors in Japanese history, all of these have been widows or who remained single throughout their lives. In other words, all 125 sovereigns in Japanese history have been descended from the same male. The debates abruptly stopped with the announcement that Princess Kiko, consort of the emperor’s younger son, Prince Akishino, was pregnant. However, even if she gives birth to a boy, the problem will not have been settled.
